Aviation Consultancy
Expert guidance on preparing and submitting documentation and requirements and legal and regulatory guidance for civil aviation certification and licensing.
Part of AACL's four key service areas
Getting certified, and then staying certified, is where most operators feel the squeeze. The documentation on its own can be daunting, and a single gap in a submission can hold an approval up for weeks. This is the core of what we do.
We guide you through preparing and submitting the documentation and requirements the authority expects, with the legal and regulatory guidance to match, so that what you put in front of the regulator is complete and holds together. First application or renewal, we work next to your team from the early drafts right through to approval.
We support certification, approval and licensing for:
- Air Operator Certification (AOC)
- Approved Maintenance Organisation (AMO)
- Approved Training Organisation (ATO)
- Aircrew, remote pilot and balloon pilot licensing
- Aircraft Maintenance Engineer Licensing (AMEL)
- Air Traffic Controller (ATC) licensing
- State CAA legal and organisational setup
- Establishing a State Safety Oversight System
- Aircraft ownership requirements
- Aircraft leasing and chartering conditions
- Aircraft registration and deregistration
What the process looks like
Most operators come to us at one of three points: before the first submission, when a renewal is due, or when something has stalled mid-process. In each case, we start by mapping what the authority expects against what you already have — gaps, overlaps, and timelines included.
From there we work alongside your team on the manuals, evidence packs, and organisational arrangements that regulators review. We have supported applications across Air Operator Certification (AOC), AMO and ATO approvals, and individual licensing pathways — always with the goal of a submission that is complete before it reaches the desk of the inspector.
Working with UCAA and beyond
Our home regulator is the Uganda Civil Aviation Authority (UCAA), and much of our day-to-day work aligns with their requirements and advisory material. We also advise operators and institutions elsewhere in East Africa where regulatory frameworks follow ICAO standards with local adaptations.
If you are unsure which certification or licence applies to your situation, contact us with a short description of your operation — a brief conversation is usually enough to point you in the right direction.
