In short
- An operator may not conduct commercial air transport in Uganda without a valid Air Operator Certificate (AOC) under S.I. 73 of 2022.
- You must hold an Air Service Licence before UCAA will grant an AOC, and your principal place of business must be in Uganda.
- UCAA certification runs in five phases: Pre-application, Formal Application, Document Evaluation, Demonstration and Inspection, and Certification.
- Contact UCAA at least 90 days before intended operations; the formal application is due at least 90 days before revenue operations.
- You must nominate key post holders, including an Accountable Manager, Head of Flight Operations, Chief Pilot, Head of Safety, Head of Quality and Head of Maintenance.
What an AOC is
An Air Operator Certificate (AOC) is the certificate that allows an organisation to conduct commercial air transport, meaning the carriage of passengers, cargo or mail in return for payment (Civil Aviation (Air Operator Certification and Administration) Regulations, 2022, S.I. 73 of 2022, regulation 3). In Uganda, no operator may carry out commercial air transport without a valid AOC issued by the Uganda Civil Aviation Authority (UCAA) (S.I. 73 of 2022, regulation 4(1)).
The AOC authorises operations within the conditions and limitations it specifies (regulation 4(2)), and its operations specifications form part of the certificate (CAA-AC-OPS001, §7.0.3). UCAA’s process is set out in advisory circular CAA-AC-OPS001, Certification of an Air Operator, and the related forms are published on the UCAA Flight Operations page.
Before you start: two threshold requirements
Principal place of business in Uganda. To conduct commercial air transport under the Ugandan regulations, an operator must have its principal place of business located and registered in Uganda (CAA-AC-OPS001, §4.0.1).
Air Service Licence first. UCAA will not grant an AOC until you have applied for and obtained an Air Service Licence (ASL) (CAA-AC-OPS001, §3.0). UCAA also uses the ASL as evidence that you are capable and have enough money behind the operation. The circular is blunt about money: financial viability may be the most critical factor in deciding whether an AOC is awarded (CAA-AC-OPS001, §5.0.6).
The five phases
UCAA certifies air operators in five phases (CAA-AC-OPS001, §4.0.2; each phase is described in §5.0 to §9.0):
| Phase | What happens |
|---|---|
| 1. Pre-application | Initial contact, the PASI, a pre-application meeting and appointment of a Certification Project Manager |
| 2. Formal Application | Submission of the formal application package and a formal application meeting |
| 3. Document Evaluation | Detailed review of manuals, programmes and other documents |
| 4. Demonstration and Inspection | Inspection of facilities, aircraft and procedures, including demonstrations |
| 5. Certification | Issue of the AOC and operations specifications when UCAA is satisfied |
Phase 1: Pre-application
Contact UCAA as far in advance as possible, and at least 90 days before your anticipated start of operations. After a short initial meeting, if you decide to go ahead, UCAA gives you the Pre-Application Statement of Intent (PASI), Form AC-OPS001, which you fill in, sign and send back (CAA-AC-OPS001, §5.0.1).
UCAA reviews the PASI. An incomplete or inaccurate PASI is sent back with reasons; if it is acceptable, a pre-application meeting is scheduled and UCAA designates a Certification Project Manager (CPM), who is the Authority’s official spokesperson for the project (CAA-AC-OPS001, §5.0.2 to §5.0.3). UCAA recommends that your key management team attends these meetings, ready to discuss your plans (CAA-AC-OPS001, §5.0.4).
Phase 2: Formal application
The formal application must be signed by your Accountable Manager and submitted at least 90 days before you intend to begin revenue operations. It includes draft operations specifications, a schedule of events, your manuals and a statement of compliance (CAA-AC-OPS001, §5.0.8 to §6.0.1).
The schedule of events is your project plan. Its dates must follow a logical sequence and allow reasonable time for UCAA to review each item, and failing to complete an item as scheduled could delay certification. If you need to revise the schedule, tell the CPM as soon as you can (CAA-AC-OPS001, §5.0.10).
Phase 3: Document evaluation
UCAA evaluates your manuals and documents for acceptance or approval, and returns anything incomplete or deficient for correction (CAA-AC-OPS001, §7.0.1). Your statement of compliance should show where each applicable regulatory requirement is addressed in your manuals, programmes or procedures, and the final version needs to be accepted before the demonstration and inspection phase begins (CAA-AC-OPS001, §7.0.2).
Phase 4: Demonstration and inspection
UCAA inspects what you have described on paper, such as base and station facilities, training, aircraft and records, and its inspectors observe demonstrations of your procedures. The point of this phase is to show that the organisation works in practice, and deficiencies must be corrected before a certificate is issued (CAA-AC-OPS001, §8.0.1 to §8.0.2).
Phase 5: Certification
When the earlier phases are complete to UCAA’s satisfaction, UCAA prepares the AOC and operations specifications, and you acknowledge receipt (CAA-AC-OPS001, §9.0.1). From then on, staying compliant is your responsibility, and UCAA carries out periodic inspections (CAA-AC-OPS001, §9.0.2).
Nominated post holders
UCAA expects a defined management structure. The nominated post holders are (CAA-AC-OPS001, §5.0.16):
- Accountable Manager
- Head of Flight Operations
- Chief Pilot
- Head of Safety
- Head of Quality
- Head of Maintenance
Your application must include each nominee’s résumé, licences, ratings and aviation experience (CAA-AC-OPS001, §5.0.16 and §7.0.4). Depending on how complex the operation is, a deviation from the required positions may be possible, but it has to be requested in a separate, justified petition (CAA-AC-OPS001, §5.0.16 to §5.0.17).
Planning checklist
- Company registered with its principal place of business in Uganda
- Air Service Licence applied for and granted
- Funding secured for start-up and the early months of operation
- First contact with UCAA at least 90 days ahead
- PASI completed and returned
- Post holders identified and their résumés ready
- Draft operations manual, maintenance control manual and training manuals
- Realistic schedule of events ready to submit with the formal application
- Formal application signed by the Accountable Manager at least 90 days before revenue operations
Validity, fees and processing times
We do not publish AOC validity periods, fees or processing times, because we have not verified them against the current official text. Confirm them directly with UCAA.
Common mistakes
- Starting the AOC before the ASL. The AOC will not be granted without it.
- Underestimating funding. UCAA looks closely at financial viability.
- Optimistic schedules of events. Unrealistic dates delay certification.
- Generic manuals. UCAA guidance says the operations manual should leave out anything not relevant to your proposed operation.
- Late post-holder appointments. UCAA needs to assess the people who will run the operation.

Frequently asked questions
Which regulations govern AOCs in Uganda?
The Civil Aviation (Air Operator Certification and Administration) Regulations, 2022, S.I. 73 of 2022, supported by UCAA advisory circular CAA-AC-OPS001.
Do I need an Air Service Licence before an AOC?
Yes. UCAA guidance says an AOC will not be granted until the applicant has applied for, and been granted, an Air Service Licence.
What is the PASI?
The Pre-Application Statement of Intent, Form AC-OPS001. UCAA provides it in the pre-application phase if you decide to proceed; you fill it in, sign it and send it back.
How long is an AOC valid?
We have not verified AOC validity periods against the official text. Confirm the current position with UCAA's Flight Operations directorate.
