In short
- Aircraft registration in Uganda is governed by the Civil Aviation (Aircraft Nationality and Registration Marks) Regulations, 2022, S.I. 76 of 2022.
- You apply to UCAA on Form AC-AWS001, and you must meet the eligibility rules in regulation 6.
- UCAA evaluates your documents, issues an Aircraft Acceptance Note and then physically inspects the aircraft.
- Ugandan aircraft carry the nationality mark 5X, a hyphen and three capital letters assigned by UCAA.
- UCAA keeps the civil aircraft register of all aircraft registered in Uganda.
Why registration matters
An aircraft operated in Uganda must be registered. If it is eligible for registration under Ugandan law, it must be registered by its owner and UCAA must have issued a certificate of registration, which is carried on board for all operations (Civil Aviation (Aircraft Nationality and Registration Marks) Regulations, 2022, S.I. 76 of 2022, regulation 4(1)). Aircraft registered in another Contracting State of the Chicago Convention can also fly in Uganda under the same regulation.
The Uganda Civil Aviation Authority is responsible for registering aircraft and keeps the civil aircraft register (regulations 4(5) and 21). UCAA’s practical guidance is in advisory circular CAA-AC-AWS001, Registration and De-registration of Aircraft.
Who is eligible
An aircraft is eligible for registration if it is owned or leased by one of the following, and is not registered under the laws of any foreign country (S.I. 76 of 2022, regulation 6(1)):
- a citizen of Uganda;
- a foreign citizen who has been lawfully admitted to live in Uganda;
- a corporation lawfully set up and doing business under Ugandan law; or
- a government entity.
Regulation 6 also covers more complex ownership structures, including leases, charters and hire-purchase agreements, and limits how some aircraft may be used, for example barring commercial air transport where an owner is not a qualified person. If your structure is not straightforward, take advice before you commit.
The registration process
| Step | What happens | Source |
|---|---|---|
| 1. Application | Submit Form AC-AWS001 with the aircraft’s full specification | CAA-AC-AWS001 §3.1 |
| 2. Document evaluation | UCAA checks documents are authentic, valid and relate to the aircraft, and that the type certificate meets an acceptable airworthiness code | CAA-AC-AWS001 §3.2.1 |
| 3. Acceptance | UCAA issues an Aircraft Acceptance Note | CAA-AC-AWS001 §3.2.2 |
| 4. Ownership and legal documents | Submit de-registration evidence, proof of ownership, identity or incorporation documents, insurance and proof of fees | CAA-AC-AWS001 §3.2.3 |
| 5. Physical inspection | UCAA inspects the aircraft at an agreed time and place | CAA-AC-AWS001 §3.3 |
| 6. Registration | UCAA registers the aircraft, assigns the marks and issues the certificate of registration | S.I. 76 of 2022, regs 8 and 9 |
Step 1: The application and technical file
You apply on Form AC-AWS001. Applications are accepted only for aircraft of a type acceptable to UCAA (CAA-AC-AWS001, §3.1.3). The technical file you submit includes, among other items (CAA-AC-AWS001, §3.1.4):
- type, model and serial number;
- the type certificate and type certificate data sheet;
- part and serial numbers of major components, such as engines and propellers;
- the status of airworthiness directives and service bulletins;
- current and historical maintenance records; and
- the availability of a UCAA-approved maintenance organisation with capability on the type.
Aircraft that do not satisfy acceptable type certificate requirements are classified as non-compliant and will not be accepted (CAA-AC-AWS001, §3.1.5).
Check the type before you buy
If the type or model is new to the Ugandan register, UCAA recommends submitting the form and documents before the purchase is finalised, to confirm that the type and its airworthiness code are acceptable (CAA-AC-AWS001, §3.1.5). This is one of the most valuable steps in the whole process, and it is easy to skip.
Step 4: Ownership and legal documents
Once the aircraft has been found acceptable, you submit the legal file (CAA-AC-AWS001, §3.2.3). One detail catches people out. If the aircraft was previously registered elsewhere, the certificate or notice of de-registration must reach UCAA directly from the previous State of registry. It should never be handed in by the applicant. For a new aircraft never registered anywhere, a letter from the State of manufacture confirming non-registration is used instead.
Nationality and registration marks
A Ugandan-registered aircraft displays the nationality mark 5X, followed by a hyphen and a registration mark of three Roman capital letters assigned by UCAA (S.I. 76 of 2022, regulation 14(1)). Combinations that could be confused with international signal codes, Q codes or distress and urgency signals are not used (CAA-AC-AWS001, §3.4.1). Special marks of your choice carry an extra fee under UCAA’s Aeronautical Information Circular on fees (CAA-AC-AWS001, §3.4.3).
The aircraft must also carry a fireproof identification plate showing its nationality and registration marks (regulation 22).
De-registration
UCAA may de-register an aircraft on the owner’s application, for example to register it in another State, or on the aircraft’s destruction or permanent withdrawal from use (S.I. 76 of 2022, regulation 11). Before de-registering, the owner must return the certificate of registration, settle any lien or encumbrance and remove the nationality and registration marks (regulation 11(2)). The advisory circular lists the supporting documents required (CAA-AC-AWS001, §4.1).
A new type on the register
If your aircraft type is new to the Ugandan register, the operator has to train UCAA’s inspectors on that type (CAA-AC-AWS001, §5.1.1). Build this into your plan and budget.
Fees and timelines
Registration fees are prescribed in UCAA’s Aeronautical Information Circular (S.I. 76 of 2022, regulation 7(3)). We do not publish fees or processing times because they change; confirm them with UCAA.
Common mistakes
- Buying before checking acceptability. A non-compliant type will not be registered.
- Handing in the de-registration notice yourself. It must come directly from the previous State of registry.
- Incomplete maintenance records. Current and historical maintenance records are part of the technical file UCAA evaluates.
- No maintenance plan. Line up an AMO with capability on the type.
- Overlooking ownership rules. Check eligibility under regulation 6 before you structure the purchase or lease.
